Modernising Cornwall Council’s resident portal.

Modernising an existing public service.

Cornwall Council needed a modern resident portal connected to its existing systems. The work involved updating the public facing experience as well as the services and integrations behind it.

I worked on this programme as a Front End Developer at Headforwards, from April 2022 to March 2025. This was a team delivery role, not an independent client engagement.

My part in the delivery.

I helped architect and deliver the modernised portal, replacing legacy components and working on resident facing journeys using Razor and TypeScript.

My contribution also covered C# and ASP.NET Core services, Azure Functions and connections to the council’s internal systems. The portal needed to work with the systems already supporting council services.

Alongside development, I contributed to automated testing, Azure DevOps release pipelines, quality gates, documentation and code reviews. My role included helping the team release and maintain changes, as well as building them.

The value of the work.

The work helped save thousands of staff hours and improve the experience for residents using high volume council services.

That was the outcome of a wider team effort. My contribution brought together work on the resident experience, the integrations behind it and the engineering practices used to deliver changes.
